Conference Background

When discussing the future of Shenzhen, 'innovation' appears to be an eternal keyword. In the recent press conference for the 'Shenzhen Municipal Land and Space Master Plan (2021-2035)', 'ocean' was surprisingly mentioned 27 times, making it the second most frequent term after 'innovation,' which appeared 30 times, significantly surpassing 'technology,' which was mentioned 14 times.

In 2019, the "Outline of the Guangdong-Hong Kong-Macao Greater Bay Area Development Plan" explicitly stated the need to "vigorously develop the marine economy, " with Shenzhen, as the leading city in the bay area, bearing significant responsibility.

In 2023, the "Shenzhen Marine Development Plan (2023-2035)" was officially released, proposing the goal of "building a globally competitive, innovative, and influential marine center city."

In March 2024, Shenzhen unveiled the 2.0 version of its "20+8" Industrial Cluster, focusing on key areas such as marine electronic information, high-end marine equipment, modern marine fisheries, marine renewable energy, and modern marine services, further underscoring the importance of the marine industry.

At the Guangdong Province Marine Economy Work Conference held on June 26, 2025, officials from Shenzhen announced new targets for the development of the marine economy. By 2024, Shenzhen's marine GDP is expected to reach 540.9 billion yuan, accounting for 14.7% of the regional GDP, with a growth rate of 5.8%. At the same time, Shenzhen will gather 110,000 marine-related business entities. Shenzhen is committed to building a global marine center city and plans to increase the added value of its marine industry to 215 billion yuan by the end of the 15th Five-Year Plan, with an average annual growth rate exceeding 12%.
